Xu stressed that we should build Zhangjiajie into an excellent international tourist city with a more open attitude, strengthen ecological conservation with a more firm determination, focus on reform in key fields with a more innovative thinking, and promote integration of poverty alleviation and rural vitalization with more practical measures. Xu added that Zhangjiajie should take the lead in building an all-for-one tourism brand to promote splendid Hunan.
 
Provincial leaders Zhang Jianfei, Li Dianxun, Huang Guanchun, and Xu Xianhui attended.
 
Other deputies including Guo Zhenggui, Liu Ge’an, and Xu lingli put forward suggestions on how to implement the “three highlands and four new missions” strategy, promote rural vitalization, consolidate poverty alleviation achievements, boost cultural tourism development, build an international tourist city, give priority to education, and advance ecological civilization construction.
